JPG to PDF for exams, Aadhaar, and passport uploads

What this is for — and what it is not

Indian exam forms, many university portals, and ID packets want one PDF of a photo, a signature, and sometimes an ID page. This guide is the conversion step after you already have the right crop. It is not Aadhaar eSign, not UIDAI, not Passport Seva, and not a way to mint an identity document. ChargeBite will refuse to pretend otherwise.Acceptable usebans fake IDs.

Why “Print to PDF” fails these portals

iPhone Photos → Print → Save as PDF usually re-encodes the JPEG, wraps it in a letter-sized page with huge white margins, and can push a 40 KB portrait into a 400 KB PDF — or smear it. Windows “Microsoft Print to PDF” does the same. WhatsApp “document” on a photo is often a compressed JPEG, not a PDF the form will take.

ChargeBite’s Images to PDF path embeds JPEG and PNG streams without a second generation when the format allows. WebP, GIF, and HEIC are converted to lossless PNG first, then placed. That is the whole quality claim. It does not sharpen a blurry capture.

Crop first, then combine

If the portal names a photo size, crop before you build the PDF:

• Passport Seva digital stills:630×810 JPEG
• UPSC / SSC / NEET photograph:35×45 mm, 20–50 KB
• PAN e-filing:200×200, 10 KB

Combining an uncropped 12 MP phone dump into A4 just gives the board a tiny face on a huge page. They will reject it for “photograph not as per specification,” not for “PDF broken.”

Step-by-step

1. Finish each crop on the matching India photo preset. Check kilobytes in Files.
2. OpenImages to PDF.
3. Drop photos in the order the form lists (photograph, signature, ID, …). Reorder with ↑↓.
4. Page size: A4 for most Indian exam/ID packets.Image size if they want the JPEG as its own page with no margins. Letter only if a US form says so.
5. Download. Open the PDF and pinch-zoom the face before you upload to the portal.
6. If the PDF is over the form’s cap (often 200–300 KB for a short packet), runCompress PDFon the result. Do not screenshot the PDF to shrink it.

iPhone HEIC and WhatsApp forwards

A default iPhone still is .heic. Images to PDF will convert it, but many Indian portals then extract the first page and expect a JPEG stream. If the form says “JPEG only,” export JPEG fromIndia photoorConvert Imagefirst, then combine. A WhatsApp “document” of a photo is often already a small, smeared JPEG. Combining three of those into A4 does not restore detail. Reshoot.

Page order is a silent reject. Boards that ask for photograph, signature, then ID will bounce a PDF that starts with the Aadhaar card. Use the ↑↓ controls before you run the job. Mixed orientations (a landscape signature between two portraits) are allowed — each image keeps its own aspect if you pick “image size,” or is centered on A4 if you pick A4. Do not rotate a signature 90° to “make it fit” a portrait page unless the form shows it that way.

After combine, if the PDF is still over the form cap, compress with Ghostscript on Compress PDF. Strong presets downsample embedded photos. If you already cropped to 20–50 KB JPEGs, a light preset is enough. Running Strong on a two-page ID packet can make the face too soft for a blur check. Watch the “cap met / missed” note on the result card.

A4 versus image-size is the other silent reject. A4 centres a 630×810 portrait on a large white page — correct when the form wants “photograph on A4.” Image-size makes each JPEG its own page at native pixels — correct when they want “the photo file as PDF” with no extra margin. Using A4 for a “photo only” slot looks like a document with a stamp in the middle and often fails “photo not as per specification.” Using image-size for a three-page ID packet can produce tiny pages that print as postage stamps. Read the sentence on the form, then pick the matching chip.

ChargeBite deletes the upload when the job finishes. We cannot recover a PDF you already downloaded. If the portal later asks for a second file, keep your cropped JPEGs; do not screenshot the PDF to make a new JPEG. That is the same print-to-PDF mistake in reverse.

Failure cases this path still cannot fix

• A HEIC dropped without conversion on a portal that only parses JPEG-in-PDF.
• Pages in the wrong order (signature first, photo second).
• A live camera shot of the monitor — moiré, colour shift, extra JPEG generation.
• Password-protecting the PDF when the form wants an open file.
• Expecting this to count as a legally signed affidavit.

Temp files for the combine job are deleted when it finishes. We cannot recover a PDF you already downloaded and lost.
